General Summary 

The Quality Improvement Coach supports excellence in service delivery through quality improvement planning, compliance monitoring, and capacity-building for staff. This role is responsible for supporting performance improvement initiatives, ensuring adherence to state and federal regulations (e.g., OAR, HIPAA), and providing targeted coaching and training. The position helps align direct service practices with both internal goals and external contractual and regulatory requirements. 

Key Responsibilities 

Quality Program Leadership 

• Collaborate with QI manager on Quality Improvement (QI) initiatives aligned with agency policy, state regulations, and contractual obligations 
• Analyze data to identify trends and opportunities for service delivery and administrative improvement 
• Maintain documentation of progress and present outcomes to direct supervisors 

Compliance & Auditing 

• Conduct routine and targeted audits of clinical documentation, billing, productivity, and client records 
• Contact clients for quality assurance 
• Monitor compliance with Oregon Administrative Rules (OAR), HIPAA, and contractual requirements 
• Recommend corrective actions and support follow-up Performance Coaching & Program Support 
• Support a culture of accountability and excellence by helping service providers meet and exceed client service hour expectations 
• Identify productivity trends and barriers; partner with supervisors to create individualized performance improvement plans 
• Develop and deliver coaching, tools, and training that build therapist capacity in time management, documentation, and clinical engagement 
• Align service provider productivity with organizational financial sustainability and contract requirements 
• Monitor progress toward performance targets and recommend adjustments to support service delivery. 

Data Analysis & Reporting 

• Partner with regional leadership to collect and interpret quality indicators and performance data 
• Prepare timely, accurate reports for internal use and for external stakeholders (e.g., funders, regulators) 

Policy & Risk Management 

• Conduct risk assessments related to clinical documentation 
• Ensure agency policies align with evolving regulations and best practices; assist QI manager with implementation and staff communication 

Agency & Committee Participation 

• Represent the agency in statewide committees and workgroups related to quality improvement and compliance 
• Contribute to internal quality initiatives and cross-functional projects as assigned 

Qualifications 

• Master’s degree in counseling, Social Work, Public Health, Psychology, or a related field (or equivalent combination of education and experience) 
• QMHP credential required; clinical licensure (e.g., LPC, LCSW, LMFT) preferred 
• Minimum of three years of behavioral health experience 
• Knowledge of HIPAA, Oregon Administrative Rules (OAR), Medicaid requirements, and quality frameworks such as HEDIS or NCQA 
• Excellent written and verbal communication skills, including technical writing and data interpretation 
• Ability to travel statewide; requires reliable transportation, valid driver’s license, and a clean driving record 

Working Conditions 

• Hybrid office-based and fieldwork; includes travel to clinical sites statewide

• Requires visual acuity for documentation review, computer use, and travel
