The Texas Education Agency is seeking an experienced Senior Business Analyst to support multiple projects aimed at improving outcomes for Texas students, with a primary focus on the Early Childhood Integrated Data System project.
This role involves advanced business analysis and user experience design to ensure positive and productive end-user experiences. The BA will ensure design decisions are grounded in user research, adhere to agency standards, and align with industry best practices. Serving as the conduit between program/customer stakeholders and the software development team, the BA will manage requirements from initial elicitation through implementation and post-deployment enhancements.
The candidate will participate throughout the entire software development life cycle (SDLC), focusing on requirements management, verification, and fulfillment.
Elicit requirements through interviews with customers and create clear, well-written system requirements.
Collaborate with product teams, developers, and stakeholders to define solutions.
Develop user stories and use cases in alignment with BA best practices.
Design mockups and/or wireframes in accordance with UX best practices.
Support business process re-engineering and software process improvements.
Ensure compliance with agency design standards and SDLC procedures.
Facilitate communication between stakeholders and development teams.
Manage requirements and track changes throughout the project lifecycle.
8 years – Requirements elicitation and creating well-written system requirements.
8 years – Software development life cycle (SDLC) experience.
8 years – Business process re-engineering and process flow improvement.
8 years – Developing user stories and use cases.
8 years – Designing mockups/wireframes aligned with UX best practices.
5 years – Strong communication and facilitation skills.
5 years – Strong writing and organizational skills.
Preferred Skills:
3 years – Experience with Modern Requirements software.
3 years – Experience with Atlassian Jira.
2 years – Experience working with TEA or other state/local education agencies.
1 year – Experience with the Teacher Incentive Allotment (TIA) program.
