Description

Pathfinder Consultants, a verified SDVOSB located in Washington, DC has a job opening for a full-time Program of Requirements (POR) Process Improvement Analyst on a government contract supporting the U.S. Department of Homeland Security (DHS).

Position Responsibilities:

  • Assist in developing and analyzing business cases to support various mission efficiency proposals and/or evaluate alternative solutions that align with DHS’s strategic priorities and meet mission requirements.
  • Assist in providing studies, analysis, scenarios, and reports relating to capital and real property planning, asset management, facility management activities, environmental compliance, sustainability, resiliency, integrated data management systems, and energy management initiatives.
  • Assist in providing process improvements to DHS Real Property and Asset Management procedures
  • Support CRSO Leadership in continuous improvement activities.
  • Assist with updating OCRSO Strategic Plans.
  • Assist with developing communications for program for Stakeholders
  • Assist with review of engineering and architecture design – bid documentation
  • Assist with updating POR, Capital Planning PMRs slides.
  • Support POR and Capital Planning program management reviews of Components’ (or equivalent organizations) asset management and environmental programs
  • Assist with communications and planning around engineering and architect program of requirements including communications and coordination with the PTO and components.
  • Assist with analyzing DHS business processes for conformance with ISO, OMB, GSA and component engineering, configuration management, information technology, and financial policy.
  • Assist with developing and communicating “as-is” and “to-be of business processes
  • Assist with recommendation to improve business processes while ensuring those processes align to departmental and OMB goal to result in clear direction to component and government-wide policy improvements
  • Assist with following updates and improvements to the following manuals, guidelines, and instructions: Real Property Manual, Real Estate Contracting Officer (RECO), Electric Vehicle supply equipment (EVSE), and DHS Design, Engineering, and construction.
  • Other duties as assigned.

Qualifications

Education & Experience:

  • Education: Bachelor’s degree
  • Years of Experience: 2+ years’ experience providing process improvement to Government or Federal agencies. Demonstrated experience with understanding ISO, OMB, and GSA guidance. Demonstrated experience with Strategic Planning, Communications, Capital Planning, and Program of Requirements. Demonstrated experience with engineering and architecture design – bid documents including design documentation.
  • Additional Experience: Proficient with Microsoft Office applications including SharePoint and TEAMS. Excellent communications and writing skills. Ability to deliver high quality work under deadlines. Ability to work with team members and provide process improvement. Ability to obtain a public trust.
