Summary

Develops audit programs to help ensure effective management operations and the safeguarding of health system assets. Reviews and analyzes operations of selected departments and functions to: appraise the soundness, adequacy and application of compliance, operational and financial controls, and to promote effective controls at reasonable cost; ascertain the reliability of management data developed within the organization; and to recommend operating improvements. Is an active participant in the Corporate Compliance and HIPAA Programs.

Major Job Functions

The following is a summary of the major essential functions of this job.  The incumbent may perform other duties, both major and minor, that are not mentioned below.  In addition, specific functions may change from time to time:

  • Develops audit plans to help ensure the conformance of management, compliance and operational systems to health system policies, procedures, goals, objectives, federal and state laws and regulations, and the proper conservation of health system assets.

  • Plans the schedule for specifically assigned audit projects, chooses auditing procedures to be used, and outlines the key areas to be investigated during the audit.

  • Administers audit plans and reports on progress and problems in a timely fashion to the Corporate Compliance Officer.

  • Meets with responsible management to become familiar with and to identify potential problems in the department or function to be audited.

  • Prepares memoranda and/or flowcharts to document the transaction flow system and internal controls of the department or function being reviewed.

  • Determines the auditing procedures to be used, the records or activities to analyze, the extent of tests to apply, and the working papers to prepare.

  • Makes timely evaluations of current audit procedures and goals and proposes changes in them as situations warrant such changes.

  • Obtains, analyzes, and appraises data as a basis for an informed and objective opinion on the procedures and controls of the department or function being reviewed.

  • Evaluates the system’s effectiveness through the application and knowledge of computer and business systems, including compliance, finance and other operations, through an understanding of auditing techniques.

  • Reviews audit findings with responsible management during the audit.

  • Prepares written reports of audit findings and recommendations. Maintains files of work papers and other documents pertinent to audit findings.

  • Follows-up to determine that recommendations made in the current and any previous reports have been implemented.

  • Assists as needed with the health system’s independent audits.

  • Other duties as assigned

Minimum Qualifications

The following qualifications, or equivalents, are the minimum requirements necessary to perform the essential functions of this job:

Education and Formal Training

  • Bachelor degree in accounting, business administration or related business field required   

  • CPA, CIA, CFE, CHC or other appropriate certification preferred

Work Experience

  • 3 years experience in public accounting, internal audit or compliance department of a hospital

Knowledge, Skills, and Abilities Required

  • Effective verbal and written communication skills to communicate with various levels of management and staff and to prepare written reports outlining audit findings.

  • Ability to conduct risk assessments and contribute to the development of the annual audit work plan.

  • Demonstrated ability to perform statistical analyses of clinical and financial data. 

  • A preference for technical activities is needed in order to effectively analyze and audit compliance with financial and operational policies and procedures.

  • Requires computer skills to include Microsoft Office and EPIC.

  • Ability to perform diverse tasks with firm deadlines without sacrificing accuracy and quality.

  • Worker is required to exercise independent judgment and to work alone or in conjunction with other specialists on most projects.

  • Medical, billing and coding knowledge preferred

Physical Requirements

  • Near-visual acuity to review statistical data and reports and to prepare detailed audit reports. 

  • Talking and hearing essential to communicating with various levels of personnel.

  • Requires mobility throughout the Health System.

  • Must be able to navigate stairs and to lift and carry up to 20 pounds.

  • May require extended periods of sedentary work and extended working hours to meet stated objectives.
