Job Title: Health Science Officer

Classification: Minimum of 20 Hours/Week (hybrid telework or in-person)
Job Summary:
Reporting to the ACOS/Research, the Health Science Officer will assist the MEDVAMC research portfolio. This includes implementation and execution of projects, processes, and or flows that support high priority strategic goals.
Duties/Responsibilities:
- Provides oversight for Research Service Line accounts to ensure government accounting and fiscal responsibility are adhered to.
- Directs the development of the annual operating budgets for Research Service Line.
- Oversee the planning of the annual research week and poster session and monitor the receipts and expenditures of funds to assure fiscal responsibility.
- Assists with local and national audits, as needed, to adhere to policies that address any financial and purchasing issues and/or processes.
- Ensure annual blanket purchase orders are in prepared/approved for the Research Service Line account.
- Provides financial reports as scheduled and/or requested.
- Represents Research Service Line in business negotiations; executes business agreements, arrangements, and/or contracts.
- Ensure all policies and procedures are followed.
- Manages HR operations for Research Service staff.
- Coordinates and streamlines operations to increase efficiency and improve processes.
- Drafts reports and other forms of written correspondence to facilitate communication and help keep stakeholders informed.
- Creates frameworks for maximizing collaboration and encouraging long-term partnerships.
- Serves as an ambassador to Veterans Service Organization on behalf of VA Research Service Line.
- Other projects as assigned by ACOS/Research.
Education and Experience:
- Required: Graduate Degree (or equivalent combination of education and experience)
- Required: At least five years of successful management level experience in VA research administration; relevant and up-to-date knowledge of research administration.
- Required: Skilled in federal or non-profit financial management with at least five years of experience.
- Desired: Experience with regulatory audits.
- Desired: US Military Veteran
