POSITION SUMMARY:

The Clinical Operations Manager is responsible for the oversight and day-to-day management of clinical operations across Open Cities Health Center’s service lines. This role ensures the delivery of safe, high-quality, and compliant patient care while driving performance improvement initiatives. The Clinical Operations Manager plays a key role in patient safety, quality improvement/quality assurance (QI/QA), and maintaining compliance with HRSA and Joint Commission standards. This role reports to the Chief Operating Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leadership & Operational Oversight

  • Provide direct oversight of daily clinical operations, including staffing, scheduling, and workflow optimization.
  • Support and lead clinical teams to ensure efficient, patient-centered care delivery.
  • Serve as a resource and mentor to clinical staff, fostering a culture of accountability and continuous improvement.
  • Collaborate with leadership to implement operational strategies that improve access, efficiency, and patient outcomes.

Patient Safety & Quality Improvement (QI/QA)

  • Lead and support patient safety initiatives to ensure a safe care environment.
  • Develop, implement, and monitor QI/QA programs aligned with organizational goals.
  • Analyze clinical performance data and implement corrective action plans as needed.
  • Participate in incident reviews, root cause analyses, and risk mitigation strategies.

Regulatory & Compliance Oversight

  • Ensure compliance with HRSA, Joint Commission, OSHA, and other applicable regulatory and accreditation standards.
  • Partner with Quality and Compliance teams to prepare for audits, surveys, and inspections.
  • Maintain policies and procedures that support regulatory compliance and best practices.

Care Coordination & Case Management

  • Support and oversee care coordination processes to ensure seamless, patient-centered transitions across services.
  • Collaborate with clinical teams to improve case management workflows and patient follow-up.
  • Promote interdisciplinary collaboration to address patient needs, including social determinants of health.

Communication & Team Collaboration

  • Foster strong communication across departments to support coordinated patient care.
  • Address operational challenges proactively and facilitate problem-solving with clinical leaders.
  • Promote a collaborative, respectful, and team-oriented work environment.

Crisis Management

  • Respond effectively to urgent or high-pressure situations with sound clinical and operational judgment.
  • Identify risks and implement appropriate solutions to maintain continuity of care.

Technology & Process Improvement

  • Utilize EHR and clinical systems to monitor performance, improve workflows, and enhance care coordination.
  • Support implementation of new technologies and process improvements to optimize operations.

EDUCATION AND EXPERIENCE:

  • Bachelor of Science in Nursing (BSN) required
  • Minimum of 3 years of clinical experience in a healthcare setting
  • Minimum of 2 years of management experience in a clinical setting
  • Experience with patient safety and QI/QA initiatives required
  • Working knowledge of HRSA and Joint Commission standards required

SKILLS & COMPETENCIES:

  • Strong understanding of patient safety principles and quality improvement methodologies
  • Knowledge of regulatory requirements and accreditation standards (HRSA, Joint Commission)
  • Experience in case management and care coordination, including interdisciplinary collaboration and patient-centered care planning
  • Ability to support workflows that improve care transitions and patient outcomes
  • Effective leadership, communication, and interpersonal skills
  • Ability to manage multiple priorities and lead teams in a fast-paced environment
  • Proficiency in EHR systems and clinical operations tools
  • Strong problem-solving, critical thinking, and decision-making abilities

WORKING CONDITIONS:

  • Full-time, exempt position
  • Primarily office and clinical setting
  • May require travel between clinic sites
