FLSA Status: Non-Exempt

Location: Arnold Gregory Office Complex - Project Salus-Albion
Status: Full-Time, 35 hours per week/52 Weeks

I. PURPOSE AND SUMMARY OF RESPONSIBILITIES

The Site Supervisor is responsible for planning, monitoring, and evaluating education services and overall site operations to ensure compliance with federal, state, and local regulations. This role provides leadership, coaching, and supervision to Education Staff, substitutes, and other assigned site staff to ensure delivery of high-quality early childhood education services.

The Site Supervisor works closely with program leadership to implement the Head Start Program Performance Standards (HSPPS), New York State Office of Child and Family Services (NYS OCFS) Child Day Care Regulations, and all other applicable regulations, policies, and procedures.

II. ESSENTIAL RESPONSIBILITIES

A. Administration & Compliance

  • Ensure delivery of individualized, comprehensive education and developmental services for children (ages 0-5), including children with disabilities.
  • Assure site compliance with all Head Start Program Performance Standards and NYS OCFS regulations.
  • Conduct monthly safety checks, fire drills, and facilitate outside inspections.
  • Maintain required documentation and on-site files (staff, building, licensing, etc.).
  • Monitor and plan for site needs, including maintenance, equipment, and supplies; manage petty cash funds.
  • Complete all required reports and forms, including mileage claims, in-kind documentation, inventory, and monthly site calendars.
  • Participate in ongoing monitoring, data collection, self-assessment, and annual program planning.
  • Maintain strict confidentiality regarding staff, children, families, and agency information.

B. Staff Supervision & Development

  • Supervise daily program operations and assigned staff, including Education Staff, janitors, substitutes, volunteers, and interns (varies by site).
  • Approve schedules, leave requests, and time records; ensure staffing ratios are maintained.
  • Conduct staff interviews, hiring recommendations, onboarding, and performance evaluations.
  • Provide mentoring, monitoring, and coaching for Education Staff and substitutes.
  • Coordinate and deliver training, professional development, and practice-based coaching.
  • Support staff by filling in during absences to maintain staff-to-child ratios.

C. Program Monitoring & Reporting

  • Monitor curriculum implementation, screenings, assessments, and child progress.
  • Review classroom plans, observe classrooms regularly, and provide constructive feedback.
  • Submit monthly reports to the Director including observations, data analysis, and action plans.
  • Review and maintain children's files, progress notes, and developmental assessments.
  • Provide input to the Leadership Team regarding staff training and program goals.

D. Child & Family Support

  • Support children and families through participation in Case Conferences and referrals.
  • Facilitate transitions for children (e.g., toddler to preschool, preschool to kindergarten).
  • Plan and oversee child and family events, literacy initiatives, and special projects.
  • Provide information or training to Parent Groups, Policy Council, and community partners as requested.

E. Community Partnerships & Representation

  • Serve as a representative of Head Start with local school districts, community resources, and agencies.
  • Promote community awareness of Head Start and agency programs.
  • Participate on boards, advisory committees, and in community networking as appropriate.
  • Attend trainings, meetings, and professional development opportunities at local, state, regional, and federal levels as resources allow.

III. MARGINAL RESPONSIBILITIES

  • Meet with families to support child education and development services.
  • Provide feedback on newsletters and communications to families.
  • Support on-site CDA candidates in training and renewal.
  • Develop and maintain a site 'wish list' and proposals for resources.
  • Share information with staff and families about community events and opportunities.

IV. RELATIONSHIPS

Internal

  • Member of the Head Start Leadership Team, collaborating to develop program goals and strategies.
  • Daily contact with staff, children, and families; attends agency and program meetings as scheduled.

Supervision Received

  • Operates with limited supervision, exercising independent judgment within established policies. Unusual issues are referred to the Director.

Supervision Given

  • Directly supervises Education Staff (Lead Teachers, Teachers, Teacher Assistants, Bus Monitors, Floaters), janitors, substitutes, and site volunteers/interns (varies by site).

External

  • Acts as liaison between Head Start families, the community, and outside agencies.
  • Networks and partners with Early Childhood Education and Development agencies.

V. WORK ENVIRONMENT

  • Primary work is performed at Head Start sites, agency offices, and family homes with moderate noise levels.
  • Occasional evening and weekend hours required.
  • Periodic crisis situations involving children, families, or staff may require immediate response.
  • Position requires personal transportation of 100-300 miles per month and occasional overnight travel.

VI. PHYSICAL DEMANDS

  • Sitting: 50% | Standing: 15% | Walking: 15% | Bending: 10% | Driving: 5% | Lifting: 5% (up to 50 lbs.)
  • Active engagement with children includes playground activities, floor-level play, and squatting to child's eye level.
  • Major activities include documentation, computer work, meetings, reading, and site supervision.
