The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

Oversees the administrative, financial, quality, and personnel management functions of the laboratory section. Provides general supervision and administrative support to the laboratory section. Keeps abreast of current advances in the field and acts to evaluate and implement changes as appropriate. Confers with leadership regularly concerning laboratory testing and operations. Participates in the development and administration of an effective Quality Assurance program measuring the critical aspects of service. Monitors and evaluates results of program, adequacy of indicators, and compliance of staff with the program. Manages the design and implementation of improvement actions. Oversees purchasing decisions of assigned area(s).

ESSENTIAL FUNCTIONS

Operational Management / Technical Performance:

  • Demonstrates thorough working knowledge and understanding of all policies and standard operating procedures (SOPs) for all areas within the Specimen Logistics department.
  • Demonstrates thorough working knowledge of Clinical Trials Information System Clinical Systems (example CLINAXYS) and Laboratory Information Systems (example Soft Computer System).
  • Supervises activities of personnel to efficiently handle daily workload and is accountable for technical and professional performance of section employees.
  • Prepares daily assignment schedules in advance to assure proper coverage
  • Provides daily operational direction and technical guidance to staff through work assignments
  • Demonstrates thorough understanding of the daily operations of the section, and gives timely follow up to issues and questions.
  • Makes suggestions for improved work methods and ways to increase efficiency, reduce costs, and solve operational problems
  • Prepares new SOP’s and reviews current procedures on a yearly basis to ensure accuracy.
  • Communicates to staff and participates in the roll out of new procedures and/or evaluates new processing methods to offer a high level of performance for pre analytical testing.
  • Assumes responsibility for channeling information to and from designated shift
  • Communicates and enforces department policies and procedures.  Ensures continual compliance with all regulatory requirements and agencies and ensures ongoing compliance and adequate documentation with safety, infection control and housekeeping policies.
  • Acts as a consultant on matters related to Specimen Logistics to Clinical Trials Business Development, Project Management and Quality Assurance staff.  Works effectively to resolve any issues.
  • Follows specimen turn-around-time closely and holds staff accountable for accurate and timely completion of assigned activities.  Reports findings and works with team to maintain and improve processing times.

Personnel Management:

  • Accountable for technical and professional performance of all section employees
  • Appropriately following Human Resource policies, recommends and implements actions related to hiring, transfer, promotion, disciplinary action, and termination.
  • Responsible for all aspects of recruitment and selection of appropriate personnel including all HRMS actions, candidate screening and interview process.
  • Accountable for Specimen Logistics staffing including on-boarding, orientation, training, scheduling, competency assessment and on-going performance evaluations and corrective actions.
  • Works closely with CT management and Human Resources to develop staff in all aspects of specimen logistics and Clinical Trials operations.
  • Oversees performance evaluation process; ensures fair and accurate evaluation following department’s standards of performance.  Provides counseling and constructive feedback for employee development.
  • Sets and models standards of behavior creating an atmosphere of teamwork and respect

Administrative Leadership:

  • Provides leadership for staff in Clinical Trials (CT) Specimen Logistics and serves as a member of CT management team.
  • Translates hospital and laboratory policies into effective section procedures.  Communicates policies effectively.
  • Coordinates and consults with other section supervisors to ensure integration and synchronization of various CT and laboratory operations.  Supports strategic initiatives.
  • Together with the Assistant Director of Lab Services and Senior Administrative Director, develops goals and objectives for section that are in alignment with departmental goals.
  • Participates in Clinical Trials management meetings and conducts or participates in regular staff meetings; follow up on issues and responds to inquiries in a timely fashion.
  • Maintains department in technical and quality readiness by reviewing, interpreting and monitoring pertinent regulations/standards.  Interacts with regulatory agencies as needed.
  • Encourages open expression of ideas and suggestions.
  • Models leadership skills of professionalism, positive attitude, teambuilding, good judgment and respect.
  • Accepts accountability for section’s overall performance

Financial Requirements:

  • Responsible for verification and authorization of specific payroll using the hospital payroll system
  • Monitors hours and overtime utilization
  • Identifies and implements opportunities for reducing expenses and improving the efficiency of the process
  • Understand financial impact of operational decisions
  • Participates in yearly preparation of departmental budget


MINIMUM EDUCATION & EXPERIENCE

  • Bachelor’s degree required
  • 2 years of relevant experience or equivalent combination of education and experience required


KNOWLEDGE, SKILLS AND ABILITIES

  • Excellent communication, word processing and computer skills required
  • Excellent customer service skills required
  • Ability to maintain professional discretion with confidential patient results required
