Description

The primary purpose of this position is to lead staff in providing services as outlined in federal, state, and local laws, regulations, rules, and policies for the Work First/Child Care Family Assistance program to provide services to eligible individuals and families for programs such as childcare subsidy and general services intake. 

This is an exempt, full-time position. Standard agency hours are 40 hours per week; 8:00 am to 5:00 pm, Monday through Friday. However, as an exempt employee, a unit supervisor is expected to work whatever hours are necessary to accomplish the responsibilities, duties, and goals of their position. Thus, the Social Work Supervisor has flexibility in their schedule to accomplish work and be available outside standard agency hours. Knowledge of methods and principles of casework supervision and training. Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems. Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources. Considerable knowledge of the laws, regulations and policies which govern social work programs. Ability to supervise, train, or orient lower-level social workers, students, interns, or other staff. Ability to express ideas clearly and concisely and to plan and execute work effectively.

The Work First/Child Care Supervisor supervises a staff of Income Maintenance Caseworkers and Social Workers who provide direct services to clients. Employee provides considerable guidance to staff in case consultation. Employee assigns cases to subordinates, coordinates workflow operations, and supervises staff through case review and consultation. Employees are responsible for staff training, resolving problems and ensuring quality services are provided. Primary function is supervising work involved in the intake, processing, and review functions for Work First and Child Care Subsidy, as well as Cross Training with Adult Service/Child Welfare Intake.

  • Planning: Employee plans the short and some long-range work operations, priorities, and goals within the unit supervised.
  • Organizing and Directing: Employee provides leadership by modeling excellence and professionalism and through daily guidance, counseling, and support of unit staff. Employee assigns and balances workloads within the unit and coordinates overall workflow. Work requires employee to develop procedures and recommend changes to improve efficiency. 
  • Budgeting: Employee is responsible for assessing and projecting staffing, equipment and supply needs, documenting appropriate justifications and submitting these requests in writing to Program Administrator or agency Assistant Director/Business Officer. Employee is responsible for financial expenditures within the Work First program.
  • Training: Employee provides on-the-job training as well as some training needs assessment and arranges for employees to attend workshops and other job-related training.
  • Setting Work Standards: Employee is responsible for ensuring that staff adheres to Local, State, and Federal standards with regard to the quality and timeliness of work required in processing economic services program cases and the Work First program. Employee ensures staff compliance with all rules, regulations, policy, and laws concerning the workplace. Employee has input and impact on setting internal agency standards.
  • Reviewing Work: Employee uses a variety of data and reports from various sources in evaluating the overall performance of staff assigned to their unit. Employee may be responsible for conducting second party reviews through the random sampling and evaluation of ongoing cases processed by their staff. 
  • Counseling and Disciplining: Employee counsels staff regarding performance and grievance policies and may have the authority to issue oral and/or written warnings. Employee makes recommendations on dismissals to a higher-level supervisor.

Regular attendance and punctuality are essential. As a supervisor, employee must be available to ensure critical communications, staff coordination, and work processes are effectively completed and within required timeframes so that the agency remains in compliance with established laws, rules, and policy.

This position will proactively support the agency in meeting its objectives.

Minimum Education and Experience

Master's degree from an accredited school of social work and one year of social work or counseling experience; or a bachelor's degree from an accredited school of social work and two years of social work or counseling experience; or a master's degree in a counseling field and two years of social work or counseling experience; or four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and three years of social work or counseling; or graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in the techniques of casework, group work, or community organization; or an equivalent combination of training and experience.
