Description

Under the general supervision of the Division Business Services Director, the Health Information Technician is responsible for the maintenance; storage and processing of all medical records, electronic health record (EHR) data and program documentation. This involves performing a variety of clerical and technical duties associated with the management and oversight of a program's medical records including, but not limited to assembling, analysis, release of information, data processing, collection, reconciliation and preparation of reports in a manner consistent with medical, administrative, ethical, legal and regulatory requirements of county Community Services programming. 
 

Duties and Responsiblities

Establishes and Maintains a Comprehensive Health Information System/s

  1. Establishes and maintains a master client index using an EHR clinical documentation or program system.
  2. Assures completion of required health and other necessary information needed to initiate, maintain a client file.
  3. Reviews all documentation in the EHR/program system for completeness and accuracy using agency standards for record keeping.
  4. Maintains current knowledge and expertise on EHR and provides ongoing support and technical assistance to staff regarding EHR software.
  5. Assists staff and managers as needed in maintaining the security and confidentiality of the medical record systems.
  6. Performs filing and/or scanning of forms into the EHR/systems as requested.
  7. Prepares records for release to legal entities as requested.
  8. Generates reports from the EHR/systems as requested by management.
  9. Assures that the Community Services Division is in compliance with the county record retention policies and that client record destruction occurs according to state and county guidelines.
Participates as a Team Member of the Agency Support Staff
  1. Participates in support staff meetings, suggests agenda items, expresses ideas for improved office efficiency, and participates in cooperative problem solving; and when excused, initiates responsibility to obtain information.
  2. Performs routine housekeeping tasks to keep work areas neat and orderly.
  3. Adhere to Hitech regulations on privacy and protection of protected health information (PHI).
  4. Utilizes identified strengths and weaknesses in developing annual goals.
  1. Maintains a professional relationship with staff, peers and management.
  2. Fulfill the agency mission and purpose.

Qualifications

Education/Experience

  1. Associate degree in Medical Records Technology or Health Information Technology (preferred)
  2. Two years of Electronic Health Records (EHR) or healthcare information system experience in a behavioral health inpatient or outpatient program or Human Services 
  3. Other combination of education and may be considered
  4. Credentialed as a Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA), through AHIMA (preferred)
  5. Knowledge of documentation and legal issues pertaining to HIPAA, PHI and other health information

Certificates/Licenses/Registrations:
  • Preferred: Credentialed as a Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA), through AHIMA 
 
Minimum Skills Assessment Requirements:  Strong organizational skills and oral and written communication skills; must be detail-oriented. Skills and abilities may be evaluated through various standardized pre-employment assessment tools.

Additional Information

Work Environment: Work is sedentary in nature performed within the Government Center or satellite offices/other campus locations. Lifting requirement is 15 - 20 pounds on an occasional basis. Wrist and finger manipulation due to filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to: computer, scanner, printer, typewriter, calculator, telephone, copy and fax machine. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
