General Definition of Work

The primary purpose of this position is to serve as the health educator/health promotions coordinator to promote, maintain, and improve individual and community health via educational processes. The goal of these activities is to create and deliver learning experiences designed to facilitate adaptations of behavior.

Essential Functions

  • Work with other Health Educators to improve the health of Pender County residents through the development and implementation of interventions addressing physical activity, healthy eating, and avoidance of tobacco by promoting policy and environmental level changes.
  • Work with Health Educator staff to plan/implement healthy communities' activities. 
  • Work with the Health & Human Services Director, DON and other Health Educators to coordinate the community health assessment (CHA) process every four years to determine the needs of Pender County residents; assist with compiling data for CHA to include all required components, and submit the CHA report to the State, as requested.
  • Work with the Health Director, DON and other Health Educators to complete CHA Action Plans and submit to the State, as requested.
  • Based on the concerns identified in the CHA, plan a program of community health designed to assist individuals and groups in recognizing and solving health problems through the proper selection and use of educational methods. Implement the program through presentations to various community groups.
  • Prepare educational displays, bulletin boards, flyers, brochures, slogans, and press releases as indicated. Work with various media outlets.
  • Assess all health department brochures, flyers, and educational information for appropriateness and accuracy and make necessary revisions.
  • Assist the Media Review Chair with the Medica Review Committee and materials to be reviewed.
  • Provide education in the community specifically in the more rural areas of the county. Work with faith-based organizations to get educational materials out the community.
  • Collaborate with other Health Educators and Environmental Health to provide education on non­smoking compliance to area restaurants as needed.
  • Assist other Health Educators with Diabetes Self-Management & Chronic Disease Self­Management education classes in the community.
  • Attend seminars, workshops, conferences, and meetings on various public health topics.
  • Work with Health Educators to promote workplace wellness with community businesses/industries.
  • In collaboration with DSS, work with other Health Educators to provide the Reproductive Life Planning classes to participants.
  • Collaborate with community partners to implement activities/projects directed at systems and environmental changes supportive of physical activity, healthy eating and smoking cessation.
  • Participate in community health fairs, festivals and outreach activities.
  • Work with other Health Educators to promote workplace wellness with community businesses/industries.
  • Assist the CHAs with conducting satisfaction surveys and compile the information into a report monthly.
  • Assist with providing annual training to all health department staff.
  • Update BOH Training Manuals annually.
  • Work collaboratively with community partners and local, state, and federal partners as well as stakeholders to effectively prevent, reduce and/or eliminate opioid addiction in Pender County.
  • Employee will perform other duties as assigned by the Health & Human Services Director and Director of Nursing necessary to provide effective public health services. Duties may include participation in educational in-service programs, professional development and training exercises.

Knowledge, Skills, Abilities, Education & Experience

General knowledge of the functions, principles and practices of public health and public health education. General knowledge of educational theories and techniques. Knowledge of the methods and techniques of disseminating health information to achieve maximum effectiveness on the public, facilities, and media. Ability to plan, prioritize, organize and implement health education activities in the community and clinic settings. Ability to present ideas effectively, both orally and in writing. 

Graduation from a four-year college or university with a major in health education; or graduation from a four-year college or university and completion of one year of on-the-job training as a public health educator. 

Acceptable training and experience for a trainee appointment - graduation from a four-year college or university. 

Must possess a valid North Carolina driver's license. 

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work frequently sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a very quiet location (e.g. park trail, storage or file room).
