Description

GENERAL STATEMENT OF DUTIES

Performs professional work in planning and implementing for the Sexual Health Action Group, a health education program for the Division of Public Health.

DISTINGUISHING FEATURES OF THE CLASS

Employees in this class develop, organize, and implement a health education program to help meet the particular needs of the community.  Work includes developing educational programs, forming special committees and tasks forces, consulting with the private or other public sector agencies, serving as an instructor or media information sources, or coordinating activities with a variety of community resources.  Considerable independence in performing the work, establishing work schedules, and making decisions on program activities are present in the positions.  Work is performed under the general supervision of a higher-level community health education or program manager and is reviewed through conferences, reports, observation of program activities completed, and feedback from groups receiving the services.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

The Community Health Educator I (ITTS Outreach Coordinator) - 00010374 is responsible for delivering education, outreach, and non-traditional testing services for HIV and other sexually transmitted infections (STIs) throughout Guilford County. This role combines direct community engagement with clinical responsibilities, including performing phlebotomy.

Key responsibilities include planning, coordinating, and implementing street outreach activities and HIV/STI programming for populations at increased vulnerability of infection. Testing and education are provided in diverse, non-traditional community settings such as public parks, shelters, treatment centers, and college campuses. In addition to testing, staff provide health education, resource referrals, and follow-up support to ensure continuity of care.

This position requires the ability to work both independently and collaboratively as part of a team. Employees must also be comfortable driving and occasionally operating oversized vehicles to facilitate outreach efforts across the county.

This role combines direct community engagement with clinical responsibilities, including performing phlebotomy, and ensuring client linkage to care services. 

Key responsibilities include planning, coordinating, and implementing HIV/STI programming for populations at increased vulnerability of infection. Testing and education are provided in diverse, non-traditional community settings such as public parks, shelters, treatment centers, and college campuses. In addition to testing, staff provide health education, resource referrals, and follow-up support to ensure continuity of care.

This position requires the ability to work both independently and collaboratively as part of a team. A person in this position will maintain client record keeping, work with providers to ensure client linkage to care, coordinate supply requests and complete audits for the jail testing program.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities
• Considerable knowledge of the principles and practices of public health and public health education activities.
• Considerable knowledge of modem educational theory and techniques in the field of public health education.
• Considerable knowledge of graphics and journalistic principles and methods of preparing promotional materials, exhibits, and publications in public health education.
• Ability to design a variety of materials to promote a particular public health program.
• Ability to be innovative and creative in developing public health education activities.
• Ability to work effectively with a variety of people on all educational levels.
• Ability to develop and maintain effective working relationships with community agencies, private organizations, public sector groups, news media, and the general public.
• Ability to write and speak effectively and to stimulate interest and cooperation among various groups in implementing a public health education program.

Typical Qualifications

Minimum Qualifications:
Graduation from a four-year college or university with a major in health education; or graduation from a four-year college or university and completion of one year of on-the-job training (OJT) as a public health educator.

Preferred Qualifications:
Bachelor's Degree in Public Health or related field
Bilingual 

Trainee: Graduation from four-year college or university.

Supplemental Information

Driving is Essential 
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business.  Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
