Duties

DUTIES AND RESPONSIBILITIES:

  1. Serves as primary support for the Senior Clinical Training.
  2. Support the MEDU Clinical Education Service Line.
  3. Analyze the MEDU Clinical Education Service Line's goals, objectives, priorities, and activities in terms of current operating activities, program progress, and policy development and revision.
  4. Provide clinical education consulting to relevant stakeholders with the clinical service line to enhance clinical competencies and specialized patient care within established disciplines, guidelines, and protocols.
  5. Utilizes the interdisciplinary approach in the training and education offerings for healthcare staff.
  6. Supports the Continuing Education Advisory Board and assist with accreditation program for the agency.
  7. Supports interprofessional continuing education for the agency to include programs like the IHSC Grand Rounds Program.
  8. Develop and manage clinical training courses listed in the Learning Management System.
  9. Manages electronic medical resources such as UpToDate, Pharmacopia, etc.
  10. Reviews electronic health record, mortality reviews, root cause analysis, medication error and adverse event reports to develop, deliver, enhance, and analyze clinical education trainings.
  11. Analyzes clinical education training trends and implements educational strategies to ensure compliance with quality standards and parameters.
  12. Provide clinical education training to all IHSC healthcare providers to close knowledge gaps and enhance clinical competencies.
  13. Consults with internal and external subject matter experts to ensure that clinical education training incorporates evidenced-based research and national standards.
  14. Collaborates with MEDU team members in the design of training materials, coordinates staff trainings and workshops.
  15. Assist with the development and training of agency-sponsored professional development curriculum, training material and train-the-trainer programs.
  16. Support the development of eLearning aids to develop and enhance adult learning interactions.
  17. Travel to Headquarters (HQ) and/or IHSC facilities as required, to conduct training or ensure compliance with clinical education training policies and procedures.
  18. Prepare and present clinical educational and leadership content at professional and academic conferences.
  19. Performs other duties as assigned.

  • Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve a new 18-month commitment to IHSC .
  • ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Qualifications

PHYSICAL DEMANDS:

  1. Required to facilitate training for up to 3 hours consistently standing.
  2. Sitting and/or standing for extended periods of time [6-8 Hours].
  3. Performing repeated bending motion.
  4. Must be able to perform duties in a stressful and often austere environment without physical limitations.
  5. Average manual dexterity for computer operation.
  6. Phone use for extended periods of time.
  7. Occasional travel.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Individuals applying for an O-3 billet / GS equivalent are a new graduate or have 2 years or less of clinical experience post-graduation with a Master or Doctorate degree in a clinical profession. Upgrade to O-4 is dependent upon adequate performance. Individuals applying for O-4 / GS equivalent have more than 2 years of clinical experience post-graduation with a Masters or Doctorate degree in a clinical profession.
  2. Must have and maintain an unrestricted medical or clinical license in any State, the District of Columbia or territory of the United States.
  3. Minimum of five years clinical experience and two years leading a training program in a healthcare system or detention setting.
  4. Continuing education requirements must be met as required for licensing and board certification maintenance.
  5. Ability to plan and organize own workload and travel schedule.
  6. Flexibility and adaptability to sudden changes in schedules and work requirements.
  7. Excellent verbal and written communication skills.
  8. Proficiency using Microsoft Office applications and other presentation applications.
  9. Maintains basic readiness status including CPR/BLS certification
  10. Ability to obtain and maintain BLS Instructor Certification as warranted.
  11. Demonstrates a customer service focus in interpersonal interactions.
  12. Ability to communicate orally and in writing at a level tailored to the respective audience including developing professional documents and course curricula.
  13. Project planning, design, development, implementation, and management experience required.
  14. Experience with Learning Management Systems or Instructional Systems Design preferred.
  15. Ability to assess educational needs and design and develop responsible curricula.
  16. Ability to plan, implement, and evaluate training programs.
  17. Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment.
  18. Experience in clinical instructional design, eLearning developing and implementing clinical education training initiatives.
  19. Proficiency with a broad range of analytic skills for collecting, managing, and analyzing quantitative and qualitative information.
  20. High degree of independence, initiative, and follow-through.
  21. Ability to travel up to 25% percent of time to complete duties.
  22. Flexibility in applying skills and knowledge in a detention health service setting.
  23. Proficiency with Microsoft Office software, and experience with learning management systems.
  24. Ability to deploy in a clinical or administrative role to support to mission operations.

Additional information

This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Division, Office of the Deputy Assistant Director of Administration, Medical Education and Development Unit (MEDU). The incumbent will report directly to the MEDU Deputy Chief/Strategic Education and Training Consultant. This is a non- supervisory position.

Incumbent supports the MEDU Clinical Education service line at IHSC Headquarters which includes overseeing and executing clinical education and training initiatives that enhance the clinical competencies of all IHSC staff. The program is a national IHSC program affecting all IHSC staff. IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides on-site direct patient care to ICE detainees at 21 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.

In Fiscal Year (FY) 2021, the ICE Health Service Corps (IHSC) administered and managed a health care system that provided direct care to over 88,000 detainees housed at 21 designated facilities throughout the nation, to include medical, dental, mental health care, and public health services. Oversaw health care for over 169,000 detainees housed in 150 non-IHSC-staffed facilities, totaling over 53,000 beds. In FY 2021, there were a total of 205,242 individuals in ICE custody, with an average length of stay of 37 days. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC executed a budget that approached $316M in FY 2021.

SUPERVISORY CONTROLS:
The Clinical Education Consultant O3/O4 works under the direction of the Lead Clinical Education Consultant.
