The Department of Behavioral Health (DBH) is recruiting for a Behavioral Health Informatics Manager to provide coordination, planning, and oversight of health informatics activities within DBH. The incumbent will oversee the highly specialized and complex analytic, research, and evaluation activities of the Research & Evaluation Division, including, but not limited to, the following: participating in and/or providing direct support to the Research Review Committee; developing and overseeing strategies aimed to monitor and evaluate department clinics/programs and contract agencies; serving on various committees and advisory boards; overseeing data collection of department clinics/programs and contract agencies; developing strategies aimed to improve data collection that is required by the Department of Health Care Services (DHCS) or needed by the department for operations; working closely with Quality Management by producing reports or data requests for a variety of reviews and/or audits; and preparing special reports for the Director of Behavioral Health and/or Executive Team.
Essential functions of this position include: directing internal/external reporting and informatics functions for clinical data with the purpose of performing substantive, comprehensive analysis in order to facilitate data-driven decision making and positioning DBH competitively relative to outcomes, clinical operations, and cost effectiveness; developing strategic and programmatic plans related to performance outcomes and program evaluation, ensuring compliance with local, state, and federal legislation, regulations, and specific funding source requirements; and planning and directing the presentation of health information at macro and micro levels for effective engagement for a variety of audiences, including federal and state agencies, auditors, County and Department executives, program managers and staff, clinical staff, consumers, and community members.

The ideal candidate will have a Master's degree or higher in one of the qualifying fields; knowledge of health policy, database management systems and electronic health records; experience with individual and population clinical outcomes, and the design and implementation of clinical effectiveness research projects.
