General Description of Duties

NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAYGRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED. 

The purpose of the position is to provide oversight of the health care services and vendor staff activities to ensure access to, and provision of, high quality and well-organized health services to inmate patients within the Correctional Facility. Support the Healthcare Administrator with administrative functions of a Correctional Facility, under the direction and supervision of the HCA, to include the oversight of all facets of facility operation, fiscal responsibility and day-to-day management of staff. Oversees and reviews external contracts to ensure adequate reimbursement for clinical services and adherence to contract requirements.  Monitor healthcare delivery to ensure compliance with all applicable accrediting standards. Position provides for twenty-four hour on-call administrative services to the Corrections Facility.

  • Monitors and manages health services providers, to include those services contracted. 
  • Monitors and manages clinical service operations to ensure compliance with departmental goals and objectives; coordinates activities with other departments and agencies as needed; ensures all medical functions are in compliance with all applicable national and state health care standards for Correctional Facilities. 
  • Assists in the development of short- and long-term plans; gathers, interprets, and prepares data for various reports and makes recommendations; evaluates work procedures, schedules, and workflow. 
  • Assists in the development, implementation, monitoring, and annual review of health care policies, procedures.  
  • Coordinates a Continuous Quality Improvement Program.
  • Reviews medical protocols, policies and procedures; monitors all services rendered by health care providers; ensures appropriate licensor/certifications of health personnel. 
  • Closely monitors all potential catastrophic illnesses, and the use of available resources to maintain cost; monitors the use of pharmaceutical services; actively participates in programs which monitor quality improvement and infection control. 
  • Participates in environmental inspection of the entire Correctional Facility to ensure a safe and sanitary environment. 
  • Assists in the development of disaster plan for health services, which is consistent with the facilities disaster plan; ensures contracted health providers practice disaster plan at least annually.
  • Manages and maintains a variety of critical record keeping and statistical reporting; ensures confidentiality and security of health records and medical information; retaining copies on file; arranges for the collection of forensic information by outside health care professionals, as needed. 
  • Assists in establishing training material and presents in-service educational programs. 
  • Maintains effective communications with all health services providers regarding activities affecting the delivery of health care services are accurate, complete and timely.
  • Identifies and resolves problems.  Interviews inmates as required regarding disputes and grievances regarding health care services.  Monitors inmate requests and formal grievances in compliance with corresponding rules and procedures.  Reviews complaints and inquiries regarding inmate treatment.
  • Represent the Facility externally and internally on committees and at meetings as required.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education and Experience:

Bachelor's Degree in Health Care Services or Hospital Administration; supplemented by five (5) years progressively responsible experience within similar human care services work; or an equivalent combination of education, certification, training and/or experience within similar human care services may be considered in lieu of required education or experience.  
 
Miscellaneous:

  • Must possess and maintain a valid Florida Driver’s License
  • Current hands-on CPR certification from American Heart Association (AHA), American Red Cross (ARC), or American Safety and Health Institute (ASHI)Must have current hands-on CPR. 

Preferred:
 
  • Certified Correctional Health Professional 
  • Registered Nurse

Knowledge, Skills and Abilities

  • Ability to effectively monitor activities of contracted staff comprised of supervisory and health care professional employees to ensure compliance in carrying out departmental functions.
  • Extensive knowledge of all applicable medical treatments and common medications administered within a corrections facility. 
  • Extensive knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
  • Knowledge of correctional facility operations; knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
  • Knowledge of adult inmate care, custody and control principles, practices, procedures and systems; knowledge of law enforcement principles, procedures, techniques, and equipment.
  • Ability to access, operate and maintain various software applications; ability to read, update and maintain various records and files.
  • Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
  • Ability to work independently to carry out assignments to completion.
  • Ability to perform duties with a professional and cooperative work ethic; ability to maintain confidentiality.
  • Ability to establish and maintain effective working relationships with both contracted health services staff and corrections professionals.
  • Ability to deal tactfully and cordially with a variety of people from different cultural backgrounds; ability to deal with people in a variety of changing and complex situations.
  • Ability to work under stressful conditions. 

PHYSICAL DEMAND REQUIREMENTS:

  • Physical Demand: Medium
  • 50 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 25 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • Physical demand requirements are more than light work.
